Definitions
This indicator measures prior participation in ECE – that is, children who attended ECE in the six months before they started school.
Changes to data collection/processing
NZ data quality: The prior ECE participation rate is defined as (the number of children who attended ECE /(number of children who had attended ECE + number of children who had not attended ECE)*100). The number of students with unknown prior ECE attendance has been excluded (from both the numerator and denominator) when calculating participation rates.
The source of data changed in 2010 from school roll returns to ENROL, an electronic enrolment system used by schools. ENROL is likely to provide more accurate data for this measure. An overlap of data from both sources in 2009 has allowed a continuous and consistent series of figures to be constructed for the whole 2000–13 period. While these adjustments were made in the participation rates, it was not possible to estimate the number of children who attended ECE prior to 2010 in a consistent way that would match the 2010 figures.

Purpose of collection
To provide an accurate indication of children’s regular attendance in early childhood education in the six months prior to starting school.
International purpose of the survey or data: Enrolments by age per OECD country is collected by each country and compiled by OECD in order to compare early education systems in more than 40 countries.
