Notes
For most councils, councillors are elected either by
- Ward, where they represent a geographical portion of the entire council area and only voters registered in that ward can vote for those candidates; or
- at large, where all electors registered for the whole council, can vote for candidates that will represent the entire area of the council.
Four councils have a mix of electing councillors by ward, and at large. Effectively this means all voters get two votes. These are:
- Gore
- Hutt City
- Kapiti Coast
- Tauranga
One vote is for their ward councillor, the other vote is for at large candidates.
Definitions
Residential voters: Are voters living within the electorate
Ratepayer voters: Are voters living outside the electorate but eligible to vote because of property ownership within the electorate. In some cases the number of ratepayer voters exceeds the number of listed ratepayer electors because additional ratepayers registered after the elector list was published.

About this dataset
The Department of Internal Affairs compiles voting statistics from local authority elections (local elections), which are held every three years. Local authorities include city, district and regional councils, district health boards (DHBs), local and community boards, and trusts (such as licensing trusts).
The Electoral Commission provides information on turnout at General Elections.
